DOGE has pent up energy and is looking for continuation and breakout of yard. Wants stranger to throw ball which could mean a jump up to the .40 level. DOGE needs to respect that level though because that's the top of the fence and failing to hold on could mean falling down, potentially missing the ball as well. Onlookers watching DOGE would be terrified to see DOGE fall and just like the other doggy, this creates panic.
